"Sign and encrypt" panel when first opened

SUMMARY
On Windows 11 Pro, when encrypting a file, when the "Sign/Encrypt Files" panel
first opens, the "Encrypt for others" checkbox is checked.  The user must then
uncheck that checkbox before proceeding.

STEPS TO REPRODUCE
1. Right-click on a file and select "Sign and encrypt" 
2. The "Sign/Encrypt Files" panel opens

OBSERVED RESULT
Because the "Encrypt for others" checkbox is checked, if no other users are to
be entered then the user must uncheck the checkbox.  

EXPECTED RESULT
The checkbox should initially be unchecked, and then check itself when the user
enters another user's email address or name.
