On the queue it is a deliberate one-time action because the queue is supposed to reflect the order in which someone wants to listen to the episodes; hence people can organize them however they want. So we don't want to interfere with manually re-ordered episodes there. Adding the episodes to the beginning of the queue also doesn't really make a lot of sense because the episodes will be added before the currently playing episode, which means that they will be "out of reach". It's like adding items to a playlist in e.g. spotify: it would be strange to add items to the beginning of an already playing queue. Now, I do understand why you might want to have it in this way. I guess what you want is not really a play queue, but rather a chronological listing of episodes that haven't been played yet (or that you still want to listen to).
