This should hopefully be fixed with 6.6, there was a lot of rework to desktop
icons but most of the fixes will be in 6.6.

I will set this to autoclose in a month if no new information rises, but any
beta testing with this would be very welcome. Feel free to reopen this if
you're on 6.6 and the bug is happening again!
