It's not; it's CLOSED, but “CLOSED: FIXED” isn't “CLOSED: DOWNSTREAM”. Because this is marked as DOWNSTREAM, it is the purview of the Neon maintainers to implement. However, if it were FIXED, when the bug is remediated in source, it's CLOSED. All binary distributions, even Neon, would require *some* time to receive these fixes.
