The underlying state of the icons is properly restored, but the visual state is not, and the two are desynced. I posted a video demonstrating this on the kde forum https://discuss.kde.org/t/problems-with-desktop-icons-even-after-update-to-6-3/31826/7 After I turned off and back on my screen, the icons are in the wrong place, but when selecting them, it selects the icons based on where they should be rather than where they are. Moreover, when restarting my system, the icons go back to where they should. This tells me the icons being misplaced is a visual thing, and that the visuals are desynced from the actual state.
