I can confirm this. I found two points that seem important to me. First, if VLC
is launched by itself (without a video), and then you open a video via the menu
"Media → Open File…", the bug does not occur. Second, there is exactly the same
bug when using Bluetooth headphones with gesture controls. I use such
headphones; touching them works as pause/play and works perfectly everywhere
except VLC. The situation is exactly the same as described by bug reporter:
when you tap, the video is paused, but subsequent taps do not resume playback.

If anyone can, please check my version with the headphones in some other
desktop environment.
