Bright line sample
SUMMARY
Main issue: a white/bright bar shows up, exactly above the desktop panel when
certain conditions are met. It's some 1-3px in width, and covers almost all the
length of the panel.
STEPS TO REPRODUCE
1. (probably) have my HW platform (AMD Ryzen 9, Radeon 890M)
2. Enable HDR
3. Enable floating desktop panel
4. "Blur" desktop effect ON
OBSERVED RESULT
The white/bright line appears
EXPECTED RESULT
No line. This was introduced just 1-2 months ago, never happened before. Also,
disabling HDR fixes it.

ADDITIONAL INFORMATION
- I have attached a screenshot, in which you cannot see the bright line as I
see it. I guess HDR gets disabled when taking screenshots. However, you can
still see the line (even though way darker, kind of blue). The linee that I see
is exactly the same, but really brighter, and white.
- The issue severity is inversely proportional to the screen brightness.
- The issue disappears completely when disabling the Blur desktop effect
- Parallel to this issue, when screen brightness is very low, the contrast of
desktop elements (e.g. panels, krunner, volume change indicator) is awful,
like gray on gray for texts and washed out colors. I think all of them are
connected together.
