I ran `sudo libinput debug-events` as requested.

When I press the volume wheel/buttons on the ROYUAN 2.4G Wireless Keyboard,
libinput clearly sees them on event8:

event8  KEYBOARD_KEY   ...  KEY_VOLUMEDOWN (114) pressed
event8  KEYBOARD_KEY   ...  KEY_VOLUMEDOWN (114) released
event8  KEYBOARD_KEY   ...  KEY_VOLUMEUP (115) pressed
event8  KEYBOARD_KEY   ...  KEY_VOLUMEUP (115) released
event8  KEYBOARD_KEY   ...  KEY_MUTE (113) pressed
event8  KEYBOARD_KEY   ...  KEY_MUTE (113) released

However, at the same time, in the KWin Debug Console on the “Input events” tab,
nothing is shown when I press or scroll these volume controls. Other normal
keys are shown there, but the volume keys from this keyboard are completely
ignored.

So libinput receives KEY_VOLUMEUP / KEY_VOLUMEDOWN / KEY_MUTE correctly, but
KWin does not see these events at all.
