I could be wrong but I don't remember this happening on 6.4.x. This started
happening to me after upgrading to 6.5.2 on Fedora 43. I never used 6.5.0 or
6.5.1 since either Fedora didn't push them or I waited a long time before
updates, so I can't speak for those versions. I use my laptop attached to an
external monitor via HDMI sometimes. It isn't thru usb-c since my laptop
doesn't support that, just plain HDMI, the barrel charger, and a usb keyboard
plugged in individually but not sure that matters.

My procedure to reproduce are: 
1. Configure laptop to not sleep when plugged in and the lid is closed. 
2. Configure laptop to display only on external display when laptop is closed
3. Plug laptop into external display via HDMI and insert power plug
4. Close lid
5. At this point the laptop will only be displaying on the external display. In
this state, unplug the laptop from HDMI and charger, laptop should sleep when
power is unplugged.
6. Upon opening up and resuming from sleep, the laptop internal screen is black
and cannot be used unless a hard reset is done or it is plugged back into the
HDMI port.

To avoid this issue: Before unplugging any cables, open the laptop lid and
verify display output.

Things I plan on testing soon:
1. When the laptop is being plugged in and about to be unplugged, does the
order matter of unplugging the charger and the HDMI?
2. Does plasma 6.5 and 6.4.5 have this issue? I can probably find an ISO and
install it on an external ssd to test.
