Same/similar problem:

Gboard will show ">" instead of "<".
Unexpected Keyboard shows "<" correctly -- however, it does not actually
function as a less than symbol. On YouTube, for instance, you cannot lower the
playback speed of a video using Unexpected Keyboard's "<".
Microsoft Swiftkey and Keepass2Android's keyboards are the same as Unexpected
Keyboard: the "<" appears as expected in text-areas, but it does not function
on YouTube.

(For reference, the ">" key functions normally for all my tested keyboards: it
shows up as ">" in text-areas, and on YouTube it increases the playback speed.)
