SUMMARY

With Plasma on Wayland, application windows may not brought to the front when
they are called via XDG open - say, when clicking on a link on another
application window and that Firefox is behind another window, say a Telegram
chat window or Tencent QQ in my case, Firefox shows up with attention
highlighting on the taskbar, but was never brought to the front.

It does work, however, when I click on a link or xdg-open a link in Konsole.

It seems quite similar to this report here on Discuss -
https://discuss.kde.org/t/plasma6-windows-are-not-popped-up-activated-on-opened-links/
but I'm not sure if they are related.

STEPS TO REPRODUCE

1. Open Firefox or some other default browsers, maximise it.
2. Open a Konsole window, maximise it above Firefox.
3. Open Telegram or Tencent QQ (the only two I have tested, there may be others
exhibiting this issue), click on a link in the chat window.

OBSERVED RESULT

Firefox on the taskbar turns orange (attention), but window remains behind
Konsole.

EXPECTED RESULT

Firefox window should be brought to the front.
