SUMMARY
When setting task manager scrolling behavior to "Cycles though hovered task's
windows". It works as expected, except when scrolling on an empty area in the
task manager, no window is switched. In the previous plasma versions before
scrolling behavior changes it was working as expected. On plasma 6.1 if I
remember correctly

STEPS TO REPRODUCE
1. Set task manager scrolling behavior to "Cycles though hovered task's
windows"
2. Have some empty space in the task manager without windows
3. Scroll on it

OBSERVED RESULT
No window is switched

EXPECTED RESULT
Task manager scrolls through all windows and when hovering over an application
- scrolls through that applications' windows
