Summary:
The option "Limit number of layouts in the layout switch ring" no longer works
in Plasma 6.5.1.
Even when the limit is set to 2, all 3 layouts continue to cycle when switching
via Alt + Shift.

Steps to reproduce:

Open System Settings → Keyboard → Layouts.
Add three layouts (e.g., English, Ukrainian, Russian).
Enable the option "Limit number of layouts in the layout switch ring" and set
the limit to 2.
Switch layouts using the Alt + Shift shortcut.


Expected behavior:
Only the first two layouts should cycle with the shortcut.
The third layout should be accessible manually (e.g., via the layout
indicator).
Actual behavior:
All three layouts still cycle when switching via Alt + Shift.

Additional information:

This feature worked correctly in Plasma 6.5.0 but stopped working in 6.5.1.
No errors are shown in the logs.
