Fwupd primarily deals with flashed firmware, but there is also a ton of runtime firmware that is flashed, well, at runtime and distributed by the respective Linux distribution. Giving the OS a way to install packages containing it on-demand was one of the ultimate design goals of AppStream (same with drivers, although fortunately most of them are now in the kernel).
