SUMMARY
When only one monitor is present (so the screen selection is not shown), the
wallpaper page in settings has no top padding and looks squished to the top -
see attachment. I instinctually try to scroll up when I see this, but of course
this part of the UI is not scollable. There should probably be the same ammount
of padding on the top and bottom, and I trust that this is indeed the case when
you have extra monitors.

STEPS TO REPRODUCE
1. connect only one monitor
2. open system settings / wallpaper
