I'm seeing the same bug on Arch Linux running KDE Plasma 6.5.0 with the default
Breeze cursor theme and my slightly older graphics card, which is:

01:00.0 VGA compatible controller: Advanced Micro Devices, Inc. [AMD/ATI]
Pitcairn PRO [Radeon HD 7850 / R7 265 / R9 270 1024SP]
        Subsystem: PC Partner Limited / Sapphire Technology Radeon HD 7850 2GB
GDDR5 DVI-I/DVI-D/HDMI/DP
        Kernel driver in use: amdgpu
        Kernel modules: radeon, amdgpu

I have tried both using the default radeon driver and the amdgpu driver (which
is also possible for Enrique's card as far as I know). Unfortunately I can't
test with the experimental display core code (AMDGPU DC) which supports atomic
modesetting by setting the kernel parameter 'amdgpu.dc=1' because I get a
kernel Oops that way (to be reported later).

Setting KWIN_FORCE_SW_CURSOR=1 doesn't help.

I will try the patch and report back.
