The Avatar Appearing Blurred With An Aliased Border In The Users KCM

# SUMMARY

When any image is submitted as a user's avatar via the Users KCM, the avatar
becomes of lower resolution than its original form was, and, thereafter, it
appears to be interpolated to compensate. This causes it to appear blurred.

Conversely, its border is aliased, which causes its left side to appear
truncated at small sizes (including in Application Launcher).

# STEPS TO REPRODUCE

Submit the attached avatar via the Users KCM.

# OBSERVED RESULT

The avatar is of lower resolution than its original form was, and it appears to
be interpolated to compensate. This causes it to appear blurred. Conversely,
its border is aliased, which causes its left side to appear truncated at small
sizes (including in Application Launcher).

# EXPECTED RESULT

The avatar should not be of lower resolution, much less interpolated, and its
border should not be aliased, especially because this causes its left side to
be truncated at small sizes.
