SUMMARY
You can't toggle Filter action in Dolphin. i.e. when you click again after it
was opened, It won't close. The Split, Search, Select and Terminal actions are
togglable.
STEPS TO REPRODUCE
1. Add filter action from configure toolbars
2. Click on filter icon to open
3. Click again to close it
OBSERVED RESULT
Filter tool is not togglable
EXPECTED RESULT
Clicking again will close the filter bar.

Dolphin: 25.08.2
KDE Frameworks: 6.18.0
Qt: Using 6.9.2 and built against 6.9.2
