On hardware, relative motion events do get generated:

That being said, I would still expect
`zwp_relative_pointer_manager_v1.get_relative_pointer` to fail in an
environment where no events will follow. The client program doesn't seem to
have any other way to learn that the interface it relies upon is not
functional.
