Yeah, it's not ideal to have a setting that allows other settings to work.

I might suggest that the checkbox in Accessibility could be transformed into a
button that turns on and off all the notifications, but doesn't attempt to show
the state of whether any of the individual notifications are turned on or off.

That way, from the Acecssibility KCM, you can turn everything on or off. But
you can also turn individual ones on or off as you please from the
Notifications KCM, without having to look in the Accessibility KCM for
anything.
