I think you misunderstood. After configuring it in the system settings, KDE changes the default application language for all KDE apps, which we see in the "Settings -> Configure Language" app menu. It does this for any changes made to the system settings. However, when I set, for example, 'pt 'as the default language or 'en_GB' as the default language, KDE sets 'pt' or 'en_GB' as the primary language for its apps (correctly). However, when I set 'pt_BR' as the language, KDE mistakenly sets 'pt' as the primary language.
