I am finding this issue as well after a clean install of archlinux along with
kcalc.
Settings->Shortcuts->"Global Shortcuts"->"KDE Daemon"->Calculator IS set to
"Launch (1)" which IS correct, but still won't launch.
Adding in "Custom Shortcuts", Edit->New->"Global Shortcut"->Command/URL using
"Launch (1)" and running "kcalc" DOES work.
