Good find!
That means something is calling the org.freedesktop.portal.Secret DBus service
very early during login, and then xdg-desktop-portal forwards it to
org.freedesktop.impl.portal.desktop.kwallet. Can you identify who the caller
is?

this is configured. As a workaround, you might be able to disable the Secret
portal if you don't need it with flatpak (as a more robust alternative to just
deleting the DBus service activation file). Another workaround is to override
just the activation file in your ~/.local/share, and point it e.g. at
/usr/bin/true.
