Thanks for confirming that you're running KDE Linux. Snaps aren't currently
exposed in the GUI yet. Please see
https://community.kde.org/KDE_Linux

Under "Governance & policies"
Snap will remain pre-installed and available for expert usage, though not
exposed in the GUI or formally supported. See
https://invent.kde.org/kde-linux/kde-linux/-/issues/96

KDE Linux is still only available in the Testing edition, because it's not yet
fully complete. See https://kde.org/linux/ . As such, expect that things might
be missing. You should still be able to install snaps from command line, the
wiki page says that it's pre-installed.
