SUMMARY
STEPS TO REPRODUCE
1. Install plasma-x11, oxygen, set kwin oxygen buttons large
2. Attempt to hover over buttons prior to click
3. Attempt to click
OBSERVED RESULT
Unable to click because tooltip obscures the window buttons
EXPECTED RESULT
Can click window buttons
