"Language & Region" correctly displaying "Français canadien" as the current
locale, but missing from the "Change language" list.

SUMMARY
STEPS TO REPRODUCE
1. Open up "Region and Language"
2. Click on the change language button
3. Try to search for "Français canadien"
OBSERVED RESULT
"Français canadien" is nowhere to be found.
EXPECTED RESULT
"Français canadien" is listed and selectable.
