STEPS TO REPRODUCE
1. Have the system display the low battery notification, then have the system
suspend itself at 5%.
2. Plug the energy cable then log back into your account.
OBSERVED RESULT
Duplicate notifications appear.
EXPECTED RESULT
There should be only one notification.
