I tested this on git-master, Wayland and X11, with the en_us keyboard layout.
German and US with dead keys layouts were also installed
I was able to reproduce in X11 but not Wayland - details below.

1. Open Keyboard -> Shortcuts
2. Set any shortcut to Ctrl+Z. (this is set by default to undo)
3. Set a different shortcut to Ctrl+< - I used this for Expand Window
Horizontally
4. Set another shortcut to Ctrl+> - I used this for Expand Window Vertically -
Apply
4. Tested Ctrl+Z and Ctrl+X in KWrite

Result: All of these shortcuts still worked

I then installed the Italian layout, since that triggered the bug in comment
#20
I did not switch keyboard layouts
Now, Ctrl+Z and Ctrl+X no longer function (X11 only, even after re-logging)
