It looks like there's some funky stuff going on with the global mute state.

In 6.5, global mute (the mute action used here) ensures that all devices are
muted. Unmuting or changing the volume of a device causes the global mute state
to be broken and it'll unmute anything it was responsible for muting. It was
previously a little unreliable, as it would not be 'broken' on a change and
behave unexpectedly, which I think might be what is happening here.

So, I do think this is quite likely to be fixed for you in 6.5, and I'll mark
this as resolved for now.

If things still behave strangely in 6.5, please let us know here and I'll be
happy to dig deeper.
