In 6.5, global mute (the mute action used here) ensures that all devices are muted. Unmuting or changing the volume of a device causes the global mute state to be broken and it'll unmute anything it was responsible for muting. It was previously a little unreliable, as it would not be 'broken' on a change and behave unexpectedly, which I think might be what is happening here. So, I do think this is quite likely to be fixed for you in 6.5, and I'll mark this as resolved for now.
