This is not a bug. When drawing with semi-transparent colors, they will mix with the existing colors on canvas, unless on a separate layer. By default, the color sampling picks from all layers, and will thus always return grey when mixing blue and brown. However, you can set the color sampler to only pick from the active layer, either by switching to 'Sample Current Layer' when using the color picker tool, or by using the Ctrl + Alt + Left click shortcut.
