So far we've always allowed the user to interact with the panel without its applet closing, this is a specific exception that we make in the code. We can always debate it further, but I'd say right now it's intentional. Regarding dolphin, since minimizing a window or closing it does not move focus away from the current window, the popup is correct in not hiding, since it still has focus. I'm convinced that this is fully intentional.
