I'm going to consider this a feature request or wishlist item over being a bug, mainly because the default pasting behavior in Krita is to paste into a new layer. As such, the difference between "paste" and "paste at cursor" is just the position of the pasted object on the canvas, I think. Having said that, some ability to configure this to the user's preference may make sense. By the way, are you familiar with "Paste into Active Layer", which functions like a regular paste action, but drops the content into the currently selected/active layer instead of creating the new layer.
