SUMMARY
This Bug causes the first applications to freeze shortly when launched after a
fresh boot due to window decorations.
STEPS TO REPRODUCE
1. Go to system settings. And to Colors and themes.
2. Change Window decorations to something that is not the default.
3. Reboot and launch the web browser as an example.
OBSERVED RESULT
First launched application causes a freez of about 2.5 Seconds. second freezes
for about about 0.5 seconds. After that all applications open instantly.
