Why "blur" would do that, who knows ¯\_(ツ)_/¯ I disabled "blur" again and re-enabled "Translucency" only under "Desktop effects" to see if it had an effect on the second level menus and it had none. The "menu" slider under "General translucency settings" doesn't seem to have an effect on any menus, nor does setting "set menu translucency independently". "Inactive windows" and "moving windows" follow translucency settings but I don't think anything else actually does from the quick testing I did.
