SUMMARY
Updated a test room to version 12. On Element, my account is marked as Owner,
but on Neochat, my user level is 0 and I have no moderation actions available.
On Element I can do those actions.
STEPS TO REPRODUCE
1. Create a new room
2. Set the room version to 12
OBSERVED RESULT
Owner has powerlevel 0
EXPECTED RESULT
Owner would have any admin rights
