SUMMARY
Previously, I could set different locales for Time, Paper Size, etc. Now the
only available option is "Default for American English". This occurs on
git-master built on Fedora 42. This is caused by

STEPS TO REPRODUCE
1. systemsettings kcm_regionandlang.
2. Attempt to change the locale for Time.
OBSERVED RESULT
Only "Default for American English" is shown.
EXPECTED RESULT
A list of other available locales should be displayed.
