Clock widget settings

SUMMARY
I would like to be able to set the lockscreen clock to 24 hour without changing
my locale. I'm an American who, unlike other Americans, uses 24 hour clock on
all my devices. The desktop clock widget allows the user to easily change to a
24 hour clock without changing the locale, but if there is a way on the lock
screen I haven't found it yet.

STEPS TO REPRODUCE
1. Open lock screen settings
2. Try to set 24 hour clock time display

OBSERVED RESULT
No setting exists.

EXPECTED RESULT
Setting exists that allows the user to switch to 24 hour clock time display.
