SUMMARY
if you create a new layer, you cannot copy/move a subtitle to the new layer,
but if you clone a previous layer, you can copy/move it to all subtitle layers,
including those that were previously not allowed.
STEPS TO REPRODUCE
1. create a subtitle layer
2. add text
3. create a new layer
4. you cannot copy/move text between layers
5. clone layer 1
6. now you are allow to copy/move-paste to the new layers (new o cloned)
