SUMMARY
When pasting using Paste At Cursor, it pastes the item in a new layer. No
provision to paste on active layer it seems. Based on my use of KRITA, when
pasting using paste at cursor, it would seem to make sense that pasting in the
active layer would be the first normal choice.
STEPS TO REPRODUCE
1. Select something
2. Go to Edit: Paste at Cursor
3.
OBSERVED RESULT
Observe that a new layer was created and the pasted item placed on it.
EXPECTED RESULT
I would expect it to be on the active layer unless a specific setting was set
to create a new layer.

Windows: Win10
ADDITIONAL INFORMATION
You will have to decide if this is a bug or a wishlist. I see it as a bug, as
this does not seem to be what the default result should be.
