Could you explain the rationale behind this intentional behavior? Why would you
want the task bar to behave like this? It seems pointless and ultimately
confusing to me.

I would like to propose that the default should at least be changed to match
the Icon-only task manager, i.e. default of "Keep launchers separate" as
unchecked. The current behavior seemed like a bug to me too and searching lead
me to this bug. While the behavior may be intentional, it is confusing to the
point that I think this being the default behavior should be considered a bug.
