I use Luminar Neo to process my photos and I cannot force him to write IPTC in UTF8. It will really be painful if I have to "fix"(1) all pictures exported by Luminar. (1) It doesn't seem to be a bug, at least from the Exiftool's point of view. And, in fact, all tools I tested to display IPTC behaved like ExifTool.
