SUMMARY


STEPS TO REPRODUCE
1. try to select and move a short clip on the timeline - on longer clips a
little hand appears and you can grab and move the clip. Now on shorter clips
you can't get the hand to appear.  Of course a work around is to select the
clip
with the shift select but that adds an unnecessary step 
2. 

OBSERVED RESULT
The little grab hand doesn't appear on short clips


EXPECTED RESULT
The grab hand should appear and be able to be accurately positioned for a 'move
clip' action even if the clip is very small
