When you apply a new plymouth theme in the "Boot splash" section, you get a
long 'process-running' bar at the bottom. Since applying a new plymouth theme
means you should regenerate the initramfs, systemsettings or kcm_plymouth
should notify the user with a message saying it's regenerating the initramfs,
instead of just the partially intuitive bar.
The average user might close the application if the initramfs generation takes
too long and they're not aware of the undergoing needed process, since it's
just a theme change.
