STEPS TO REPRODUCE
0. In the Notifications KCM, disable "Do not Disturb while a fullscreen
application is focussed"
1. Open Firefox, start a Youtube video
2. Run "sleep 15 && notify-send testnotif"
3. Make the video fullscreen

The notification is shown above the video

The notification isn't visible
