If I understood correctly, the rules that contains Virtual Desktops are exported from one PC/user, and on a new PC/account you create new Virtual Desktops and import the rules, right? Yeah, this doesn't work. The new VDs you create have different IDs than those saved in the exported rules, so the rules cannot find them.
