So I'm now on kwin/plasma both on 6.4, and I'm still seeing this. The tile editor is shared across all virtual desktops. Tiling two windows on different desktops on the same tile, and resizing that window on one desktop, resizes it on the other. I searched a bit and found that I had Meta+T assigned to "Toggle Tiles Editor". There seems to be another shortcut under "Window Tiling" called "Toggle Tile Layout" which has a default shortcut of Meta+T, so changed to that one, but the behaviour is the same. This is nothing like the video shown on the announcement, where the person recording has two different layouts on two different desktops (https://kde.org/announcements/plasma/6/6.4.0/).
