'when use multi row view' is set to 'always when panel is thick enough' under
appearance
I have panel width at 28
STEPS TO REPRODUCE
1. have no apps open
2. open one
3. open another to reset the icon
OBSERVED RESULT
the icon is half width (when vertical) or half height (when horizontal) then it
fixes itself after another app is opened
EXPECTED RESULT
full width/height icon
