Just updated KDE:

KDE Plasma Version: 6.4.0
KDE Frameworks Version: 6.15.0


Now the bug is present, all the time, even without docking or undocking. Hidden
task bar = doubled idle power draw from kwin/plasmashell usage, even from cold
boot.
