We need to dig into why Plasma's impression of the brightness differs from reality; that's the bug we need to fix. Because when this is out of sync, you'll see all sorts of havoc. We need to fix the actual issue, and then the havboc will go away. Can you open a new bug report about only that issue, and also try to identify the conditions under which it happens?
