In my case, when using a Huion Frego S L310 tablet on Linux with its proprietary driver, one pen button sends mouse event, the other one sends stylus event. (Confirmed in Krita's Tablet Tester) I must enable "Use mouse events" in Krita to use both buttons. Many non-wacom devices have the same problem, since they all use UC-Logic based pen protocol. UC-Logic also produce active pen and digitizer for convertible devices. So that might be the root cause of this issue.
